It is worth being precise about what those strips do: they protect the devices plugged into them, up to a rated limit, and nothing else. The furnace control board, the HVAC condenser, the range, the dishwasher, the garage door opener, and everything hardwired into the home receive no protection at all from a strip behind the television.

Neither layer replaces the other. The panel device cannot bring spikes all the way down to levels delicate electronics prefer, and strips cannot protect the appliances that are hardwired or on dedicated circuits.
